A 20th level Cleric vs a 20 HD Lich would require a roll of 12 on 2d6 plus at least a one point bonus from so source under the full table with the footnotes in effect.
Any Undead that cannot be dispelled/dissolved must be turned twice in a time period of five melee rounds without a failure for those specific undead for them to completely leave the area.
Also for example, if there are 40 Skeletons and a successful turn roll is made and then 10 are turned, on the next round another turn attempt can be made to turn the ones that were not affected the first round. This continues until they have all been turned twice in five melee rounds or until a turning failure occurs. Once a failure occurs, those specific undead for that specific attempt can not be turned, but turning others can still be attempted.

Numbers are the score to match or exceed in order to Turn or Dispel, rolled with two
six-sided dice after any bonuses (+ OR -) have been applied.
If the target number to turn is exceeded by 5; that is if the roll with two six-sided dice
after any bonuses (+ OR -) have been applied, exceeds the target number to turn by
5, then instead of turning the undead would be dispelled.
T = Monster turned away, up to 3d6 in number for Skeletons, Zombies or Ghouls, up
to 2d6 for Shadows, Ghasts, or Wights, up to 1d6 Wraithes, Mummies, Spectres, and
one per attempt for Vampires, Ghosts or Liches. This turning last for 5 rounds.
Vampires, Ghosts, and Liches can only be turned away (or dispelled) one at a time.
D = Dispelled/Dissolved, Number as Per Turning
N = No Effect
+ Bonuses are by character and/or applicable magic item (if any)
- Bonuses are by the Hit Dice of the Undead Monster
For every Hit Die over 8 for Vampires subtract one from the 2d6 roll of the Cleric
For every Hit Die over 12 for Liches subtract one from the 2d6 roll of the Cleric
